1. Biography. US Congressman. He served in the United States House of Representatives from the 3rd District of Wisconsin from March 4, 1909 to March 3, 1913. He graduated from the State normal school (later University of Wisconsin-Platteville) in 1895 and went on to teach for the next three years. He later attended the University of Wisconsin-Madison law school and graduated from there in 1900. After graduating, he was admitted to the bar and began a private law practice in Platteville, Wisconsin. He served as both a member of the board of aldermen and city attorney for Platteville from 1903 to 1904. He later served as the district attorney for Grant County, Wisconsin from 1904 to 1908. In 1908, he decided to run, as a Republican, against Democratic Rep. James William Murphy for a seat in the United States House of Representatives and was successful in the November general election. He went on to serve for two terms in the House until deciding not to run for re-election in 1912. After leaving Congress, he resumed his private law practice. In 1942, he was elected circuit judge for Wisconsin's fifth judicial district and served in this post until retiring in 1955. After retiring from the bench, he acted as a reserve circuit judge and accepted occasional assignments. He also was a law consultant after his retirement.

Arthur married Emily Katherine Hutton. (Emily Katherine Hutton was born in 1873 and was buried in Platteville, WI, Greenwood Cemetery.)
